Monitoring and Evaluation Unit

Background

The Monitoring and Evaluation Unit in the Ministry of Fisheries and Marine Resources was established in 2011. This unit provides support to the Policy and Planning Unit in setting up of targets for the Minister and Line Managers in the Ministry. Its Core function is to provide technical backstopping to the Ministry on programme implementation, monitoring and evaluation and to come up with suggestions on best practice.
Functions

  • Assist in studying and confirming ministerial targets for implementation
  • Draw the targets down to the level of line managers and cascade the process down to the lowest level possible
  • Monitor implementation of the targets and associated work plans and draw attention to slippages
  • Discuss and obtain explanation for the slippages and suggest ways of staying on track
  • Provide periodic reports on slippages for the attention of all stakeholders
  • Provide technical backstopping to the ministry on programme implementation, monitoring and evaluation
  • Commission research into the process of strategic policy implementation, monitoring and evaluation and to come up with suggestions on best practice
  • Monitoring financial expenditures
  • Monitoring and Evaluation of Fishery sector programmes, projects and expenditures
  • Provision of technical support in project appraisal, mid-term and project completion evaluations of programmes and projects under the ministry
